Through its 41 volunteer Board members, the Foundation evaluates grant applications and distributes the funds it raises to worthy legal services organizations. The Foundation enjoys an on-going relationship with its grant recipients and regularly monitors their operations and services. The four well-known and highly esteemed projects operated by the Los Angeles County Bar Association itself receive 70-75% of the funds available from the Foundation for grants each year. These projects include: The Barristers AIDS Legal Services Project; The Barristers Domestic Violence Legal Services Project; Dispute Resolution Services, Inc.; and The Immigration Legal Assistance Project. A great many of the Foundation’s other grant recipients are smaller, grass roots organizations which do not enjoy the benefits that name recognition lends to a solicitation effort.

The Foundation was incorporated in 1967 as a non-profit public benefit corporation and is organized and operated exclusively for educational and charitable purposes within the meaning of Internal Revenue Code Section 501(c)(3). Donations to the Foundation are tax-deductible to the extent permitted by law.

Community and Legal Services
The Los Angeles County Bar Association is dedicated to helping increase access to justice. Helping people get the legal information and assistance they need or trying to resolve a problem before formal legal action is taken is our goal. We do this through a number of public service projects which provide legal or law-related services to the public for a modest fee -- and in some cases, for free.

Barristers AIDS Legal Services Project
The Barristers AIDS Legal Services Project has directed its resources to assisting low-income people living with HIV disease almost from the very beginning of the HIV epidemic. Since it was founded in 1986, the Project has provided direct one-on-one pro bono legal representation to thousands of people living with HIV and AIDS who have an HIV related legal problem. The scope of services includes immigration, guardianships, discrimination, public and private benefits, debtor relief and bankruptcy, simple estate planning, and housing.

With the help of highly motivated pro bono attorneys who have been with the project since its inception, the Barristers project has established a reputation for handling some of the most sophisticated legal issues including asylum based on HIV status, employment discrimination, COBRA and ERISA and housing foreclosures.

In 1997, the Barristers AIDS Project joined with four other HIV legal service providers to create a new coordinated system that would eliminate the duplication of services and combine resources. The new program took the name of HIV & AIDS Legal Services Alliance (“HALSA”) and became incorporated at the end of 2001. Other HALSA members are AIDS Project Los Angeles, AIDS Service Center, the L.A. Gay & Lesbian Center and Public Counsel.

Clients can access a broad range of services, including counsel and advice, brief services, and direct representation by a staff or pro bono attorney. In addition, the Outreach program holds 40 off-site legal clinics each month and an education and prevention program, called the Legal Check-Up Project, is coordinated by volunteer law students from UCLA. To make a difference in all members' professional lives by offering the widest range of continuing legal education, practice aids, and professional networking. To aid members in the business of their practices, and afford law practice management tips and training, as well as numerous discounts on a broad range of items, from insurance to cell phones. Also make a difference in our members' professional lives by affording opportunities to improve the system of administration of justice, whether working with judges on court improvement projects or with the Legislature on improving the laws.
